Quebec tensions rise as separatists headed for election win

VARENNES, Quebec (Reuters) - Less than two decades ago, in perhaps the most traumatic moment in modern Canadian history, the predominantly French-speaking province of Quebec came within a hair's breadth of voting for independence.

And while another vote may still be years away separatist sentiment is back on the agenda as an opposition party, dedicated to carving Canada into two, heads for victory in the September 4 provincial election.

The Parti Quebecois (PQ) complains that Quebec does not make enough from rich reserves of iron, zinc, nickel, copper and gold and wants to force mining firms to pay higher royalties. It also plans to make it harder for foreign firms to take over Quebec companies.

It will strengthen already tough language laws to ensure French dominates, and promises a third referendum on splitting off from Canada when the time is right.

"Time is playing against Canada in the sense that slowly but surely the attachment Quebecers have for Canada is withering," said PQ legislator Stephane Bergeron, 47, tipped as a likely minister in a future PQ government.

"I think reality is going to catch up with Canada," he told Reuters as he campaigned in his constituency of Vercheres, a separatist stronghold along the St. Lawrence River east of Montreal.

Quebec -- where 80 percent of the 7.8 million population are native French-speakers -- has always sat rather uneasily inside a largely anglophone Canada of 34.5 million, celebrating its own provincial holiday with far more fervor than the July 1 Canada Day.

To quit Canada, separatists would have to win a new referendum. The pro-independence side lost heavily in 1980, but the 1995 referendum was much tighter, and separatists won 49.4 percent of the vote.

PQ leader Pauline Marois says she would hold a referendum "tomorrow" if she felt sure of victory, but it looks unlikely now, given polls that put support for independence at only 40 percent.

For the time being she promises to focus on the economy, healthcare and education, assuming she wrests power from the ruling Liberals, as most pollsters expect.

VOLATILE VOTING

That said, the mood of the electorate here is traditionally more volatile than in the rest of Canada, both in federal and in provincial politics, and sentiment on independence can change quickly as well.

The PQ, which first took office in 1976, says Quebec is mature enough to break away. The party is ahead in the polls, in part thanks to disillusionment with Liberals after nine years in power.

A third party is the newly created Coalition for the Future of Quebec (CAQ), headed by a former PQ minister, which wants to put off talk of referendums for a decade and concentrate on the economy.

Pollsters can't say for sure if the PQ will win the majority they would need to hold a referendum, or if it will have a minority, and need support from other parties to push through important legislation.

Leger Marketing pollster Christian Bourque said voters were not overly enthused by Marois, who even supporters complain lacks the charisma needed to mount a referendum campaign, and preferred the government to focus on the economy. Marois would be the first ever female premier of Quebec.

"The electorate wants to get rid of the Liberals after nine years but they don't want the natural alternative option, which is the PQ," said Bourque. "So, you've got two-thirds of people who want to beat the Liberals and two-thirds of Quebecers who don't want the PQ."

Even a minority PQ win would set the stage for clashes with the federal government of Prime Minister Stephen Harper, given that the party plans to accumulate as much power as it can.

The PQ wants to set up a separate Quebec citizenship and take full control of unemployment benefits, immigration policy and business development funds.

'TWO WORLDS, TWO PHILOSOPHIES'

Quebecers often complain they have little in common with the rest of Canada, particularly now that the right-of-center Conservatives are in power. Harper's tough-on-crime agenda and love of the English monarchy win him few friends here.

"It's two worlds, it's two philosophies ... we'd like to be 100 percent at home, that's the difference, to really have all our own laws," said photographer Gilles Duchesneau, a long-time PQ supporter. "Canada is a nice country, but it's a nice country to visit."

Pro-independence Quebecers might be inspired by events across the Atlantic. In Scotland, nationalists are pressing to hold a 2014 referendum that would pave the way for gaining independence from the United Kingdom.

Harper is refusing to comment on the Quebec election. But in the past he has often railed against separatists, increasing the sense of alienation among Quebecers.

Liberal Premier Jean Charest, his party under fire amid a damaging inquiry into corruption and angry student protests against higher tuition fees, says Marois would place a "sword of Damocles" over Quebec with her talk of independence.

"The last thing we need is referendum threats," he told her during a televised debate. "You're gambling at the casino with Quebec's future."

CAPABLE OF MAKING IT ALONE?

The French settled what is now Canada in the early 17th century and parts of major cities like Montreal and Quebec City still look more like Europe than North America - a fact that Quebec stresses gleefully in advertisements aimed at U.S. visitors.

But the French were forced to hand over control to Britain in 1763, and as recently as the 1950s and 1960s, English still dominated business. The majority francophone population led what it felt to be a second-class existence with little political influence and a marginalized language.

Denis Marion, mayor of the town of Massueville, recalls that a Montreal store assistant once snapped "Speak white" (English) at his grandmother. "Those are things you don't forget ... it's part of our genes," he said.

Now the conversation on the streets is in French and stop signs read "Arret" rather than "Stop." Vehicle license plates bear the motto "Je me souviens" ("I remember"), a reference to French rule, and blue and white Quebec flags, inspired in part by the ancient royal flags of France, flutter outside many houses.

The 1995 referendum was a moment of enormous upheaval for Canada and a few days before the vote, hundreds of thousands of people flocked to Montreal for a "unity rally" to persuade Quebecers to vote no.

The chances of a repeat look unlikely. An Ipsos-Reid poll in late June showed 49 percent of Canadians did not really care if Quebec broke away.

If Quebec breaks away no one can yet say what currency it would use, how big its debt would be and whether it would automatically become a member of the North American free trade pact alongside the United States, Canada and Mexico.

Bergeron, the lawmaker, is sure these questions can be resolved amicably, yet economic issues worry some supporters.

"A lot of people want to see the precise figures. If we become independent how much will it cost and how big will our debt be?" pensioner and long-time PQ voter Norman Nobert said at a meal for retirees in the town of Varennes, which is part of Bergeron's riding.

Fellow PQ supporter Huguette Plante fretted whether Quebec would be able to exploit its own rich mineral resources.

"As part of Canada we are stronger economically. Are we capable of making it alone? That's the problem," she said.

GREAT FALLS, Mont. (AP) ? A Montana rancher shot and killed a black bear that broke into his house along the Rocky Mountain Front and raided the pantry.

Egypt editor charged with insulting president

CAIRO (AP) -- A Cairo court on Thursday ordered the chief editor of an Egyptian newspaper detained pending trial on charges of insulting the country's president and "spreading lies."

The case against Islam Afifi of the privately-owned el-Dustour daily is one of several lawsuits brought mainly by Egypt's Islamists against journalists, accusing them of inflammatory coverage and inciting the public against the Muslim Brotherhood, the country's largest political group.

The Cairo Criminal Court on Thursday ordered Afifi held in custody and scheduled his trial for mid-September. The development sparked anger among rights groups and the Press Syndicate called for an emergency meeting.

"Insulting the president is a vague accusation that can be easily politicized," tweeted leading youth activist Wael Ghonim, a former Google executive who played a key role in Egypt's uprising last year.

"Tomorrow, when someone writes his opinion and calls Morsi a weak president ... he will be prosecuted for insulting the president," he added.

Another prominent case is that of TV presenter Tawfiq Okasha who was charged with instigating the murder of President Mohammed Morsi during a talk show aired on private el-Faraeen TV earlier this month.

The network was taken off the air and Okasha was banned from travel pending his trial in early September. Lawsuits have also been brought against chief editors of The Nation's Voice and The Dawn weeklies on similar accusations.

The Islamists, and especially the Muslim Brotherhood, have intensified their campaign against media they perceive as antagonistic, claiming they follow the former regime's agenda. The group feels empowered after Morsi in June became Egypt's first elected civilian president in modern history.

Afifi's el-Dustour regularly runs articles warning of alleged Brotherhood plots and conspiracies to turn Egypt into a fundamentalist Islamic state. It also has promoted an anti-Brotherhood demonstration for Friday, initially calling for the torching of Brotherhood offices but later toning down its call to "peaceful" rallies in Cairo.

The protest call also spurred public debate, especially after a Brotherhood cleric issued a religious edict saying that killing anti-Islamist protesters was permissible. The Brotherhood asked its young followers to come out on Friday to "protect" the group's offices from opposition protesters, escalating concerns of a possible showdown in Cairo.

The Brotherhood dominates both houses of parliament, including the upper chamber known as the Shura Council. The council controls state-owned newspapers and last month ordered the reshuffle of 50 chief editors of state papers and other outlets.

The appointment of the new editors, who are either sympathizers of the Islamists or members of the Brotherhood, sparked a wave of protests by journalists both within and outside state media. The Press Syndicate accused the Brotherhood of trying to monopolize the press and turn it into its mouthpiece.

Pro-democracy activists have shown mixed reactions to the court cases. Many defend the right of freedom of expression and deem the Islamists' practices as repressive. Others side with the Islamists and accuse journalists facing trials of spreading propaganda in the service of former regime loyalists.

The partnership's new photovoltaic cell based on copper, zinc and tin (CZTS for short) can convert light rays to electric power with a 11.1 percent efficiency rate -- still nothing to upset traditional silicon power, but a large 10 percent more efficient than anything else in the class. In its early form, CZTS can already be manufactured through ink printing and could be produced in quantities equivalent to about 500 gigawatts of power per year, or five times more than some of the next-closest alternatives. The group wants to improve CZTS' efficiency over the course of the next several years, ideally reaching the point where it's useful as a truly cheap, ubiquitous source of power. We're looking forward to the day when there's a little slice of solar energy in just about everything, hopefully including a few more hybrid cars and private aircraft.

Disability, relationship, autonomy, beauty, love ? Bridges and ...

Baroness Jane Campbell of Surbiton was on Desert Island Discs recently. You can listen here.

She was born with a degenerative condition and her parents were told she would not survive infancy. Now in her mid-fifties and a cross-bench peer, she?s spent her adult life campaigning for equality for disabled people and was one of the leading voices behind the Disability Discrimination Act of 1995.

There were some fascinating insights about living with a serious disability, and what it means for her as a person, and for society.

She was asked about the loss of privacy that comes through needing the help of a carer for everyday life. She said (I?m paraphrasing, and writing from memory) that privacy is not just about physical space, but much more about preserving your interior privacy ? keeping that inner space you need for yourself, one that can never be taken from you, whatever is happening on the outside.

And then this got her speaking more generally about the experience of having a number of people over many years help?her and care for her. It gives you an insight, she said, into what people are really like, much more than if you were on ?equal? terms with them in your physical abilities. You are ?being cared for?, and someone is coming into your private space, but being in a position of ?carer? exposes not just you to them but also them to you in a way that wouldn?t normally happen in everyday society. You see the reality of the person they are through the way they treat you.

I?m reading into her comments a little more than she actually said, but I think it is justified. She was saying, in effect, that your lack of autonomy, which might seem to isolate you and put you at a distance from the?autonomous development?of relationships that usually takes place, in fact allows a degree of communion between persons, of vulnerability, insight and even intimacy, that wouldn?t be possible otherwise. You see more and share more because of the relationship of need and dependence. Autonomy isn?t the only way in which people can freely share their lives with each other and be brought into a profound relationship. Autonomy, in other words, doesn?t define you as a person.

Pope John Paul II touched on these questions in his Encyclical Evangelium Vitae:

[There is a] mentality which carries the concept of subjectivity to an extreme and even distorts it, and recognizes as a subject of rights only the person who enjoys full or at least incipient autonomy and who emerges from a state of total dependence on others. But how can we reconcile this approach with the exaltation of man as a being who is ?not to be used?? The theory of human rights is based precisely on the affirmation that the human person, unlike animals and things, cannot be subjected to domination by others.

We must also mention the mentality which tends to equate personal dignity with the capacity for verbal and explicit, or at least perceptible, communication. It is clear that on the basis of these presuppositions there is no place in the world for anyone who, like the unborn or the dying, is a weak element in the social structure, or for anyone who appears completely at the mercy of others and radically dependent on them, and can only communicate through the silent language of a profound sharing of affection [...].

At another level, the roots of the contradiction between the solemn affirmation of human rights and their tragic denial in practice lies in a notion of freedom which exalts the isolated individual in an absolute way, and gives no place to solidarity, to openness to others and service of them. [Para 19]

And in the following paragraph [20] he continues:

This view of freedom leads to a serious distortion of life in society. If the promotion of the self is understood in terms of absolute autonomy, people inevitably reach the point of rejecting one another. Everyone else is considered an enemy from whom one has to defend oneself.

Thus society becomes a mass of individuals placed side by side, but without any mutual bonds. Each one wishes to assert himself independently of the other and in fact intends to make his own interests prevail. Still, in the face of other people?s analogous interests, some kind of compromise must be found, if one wants a society in which the maximum possible freedom is guaranteed to each individual.

In this way, any reference to common values and to a truth absolutely binding on everyone is lost, and social life ventures on to the shifting sands of complete relativism. At that point, everything is negotiable, everything is open to bargaining: even the first of the fundamental rights, the right to life.

I?m not saying that Baroness Campbell would agree with all this ? I?m just following my own train of thought from Desert Island Discs to Pope John Paul II.

Another lovely story that came across later in the programme was this: She said that as a child with a severe disability, nevertheless her parents loved her with an unconditional love, and never tired of telling her that she was beautiful; and this knowledge of their love and of her beauty has sustained her throughout her life and given her the courage and confidence to overcome the huge difficulties she has faced. I like the two sides of this, equally important but sometimes separated from each other: being loved by another ? a subjective reality; and being beautiful ? an objective or a transcendent reality. Your dignity, your worth, your goodness, your beauty: in the eyes of another (because they happen to be there), and in the eyes of God (because he made you to be who you are). For the common good, and for the rights of each individual, society needs both the subjective and the objective affirmations of human worth.

Florida Football Recruiting: Joshua Outlaw Decommits From Gators

Florida's imposing 2013 recruiting class keeps shrinking slowly. Ironically, though, with ESPN's Derek Tyson reporting that Joshua Outlaw says he has decommitted from Florida, it's the biggest players who are causing the shrinkage.

Outlaw, a 6'4", 290-pound guard from Lithonia, Georgia rated a three-star prospect by Rivals, had been committed to Florida since April 7, the day of the 2012 Orange and Blue Game. Outlaw had been wavering, however, reportedly keeping his options open this summer, and his decommitment doesn't come as a huge shock.

It does present a big problem to Will Muschamp and Tim Davis, however: After briefly having four offensive line commitments in the wake of Octavius Jackson's pledge, the Gators are down to two after Outlaw and Roderick Johnson chose to decommit. (Cameron Dillard is UF's other current commitment.)

Florida has offensive line talent ahead of the Class of 2013, in D.J. Humphries, Max Garcia, and Jessamen Dunker, but the line is a position of need every year in the SEC, and Florida can't afford years in which it only takes a couple of linemen. Laremy Tunsil leaning toward Georgia has been somewhat worrisome for Gators fans, too, and securing his commitment will only be seen as more critical now.

Will Rep. Todd Akin drop out of Senate race?

Rumors were flying Monday afternoon that Rep. Todd Akin would resign his candidacy after causing a firestorm of controversy with his "legitimate rape" comments on Sunday. A senior Republican official told Buzzfeed's Ben Smith that Akin is planning to withdraw his Senate candidacy at 5:00 pm tomorrow. The source said Akin may still change his mind, however, and Smith cites another source who throws cold water on the speculation. Meanwhile, conservative blogger Erick Erickson and former Mitt Romney foreign policy adviser Richard Grenell both wrote on Twitter that Akin would resign.

Somebody better tell the candidate, however. Akin wrote on Twitter while the rumors were flying that he is "in this race to win," and called on supporters to donate to his embattled campaign. He told Sean Hannity Monday afternoon that "we're going to stay in."

Scores of Republican politicians have condemned Akin for saying on Sunday that victims of "legitimate rape" do not need access to legal abortions because they cannot biologically become pregnant. Akin apologized for the statement on Monday but said he wouldn't drop out. "I'm not a quitter," Akin said on Mike Huckabee's radio show. Nonetheless, pressure has been mounting for his withdrawal. Texas Sen. John Cornyn, who runs the Senate Republicans' campaign arm, said in a statement that Akin should carefully consider his candidacy over the next 24 hours, a sentiment echoed by Mitt Romney. An unnamed official told the AP that the NRSC would not spend the $5 million it had set aside for the Missouri race on Akin.

The Republican party can nominate a candidate to replace Akin if he drops out on or before Tuesday. After that date, Akin needs a court order to drop out. The six-term Congressman was by no means the favorite even before his gaffe. His rival, Democratic Sen. Claire McCaskill, spent $2 million during the Republican?primary boosting Akin as the "true conservative" because the campaign considered him the weakest potential challenger.

Florida's court clerks spared in budget

TALLAHASSEE | A panel of lawmakers agreed Thursday to let Florida?s court clerks spend an additional $29.5 million to avoid layoffs and service reductions due to state budget cuts.

The Legislative Budget Commission unanimously approved Gov. Rick Scott?s request to let the 67 clerks, one for each county, tap additional fee and fine collections that have increased from the passage of a new law.

?This action will allow the clerks to return to normal business hours and allow us to serve our communities, our people, our businesses, the courts in the way they have a right to expect,? Leon County Clerk of Courts Bob Inzer told the commission.

Without the additional money, the clerks were facing the prospect of laying off hundreds of employees, closing branch offices and cutting office hours.

Inzer said some clerks have gone through the layoff process and now will be recalling those workers or hiring replacements. He was unsure, though, how many employees may have been affected.

?Other clerks have been making other budget changes in hopes that there would be some budget relief that was forthcoming, so you?d probably find 67 different answers to that,? Inzer said.

The commission also approved accepting nearly $2.3 million in federal funds for the Florida National Guard to help provide security for the Republican National Convention in Tampa.

The total includes $1.29 million that Tampa has offered the National Guard from federal funds allocated to the city for convention security. The remaining $1 million is a direct allocation to Florida from the Defense Department.

Firebomb thrown into taxi wounds 6 Palestinians

JERUSALEM (AP) ? Six Palestinians have been wounded in a suspected firebomb attack by Jewish extremists in the West Bank, The Israeli military said.

The six were traveling in a taxi Thursday night when the firebomb was allegedly thrown into the car. The military suspects Jewish extremists to be behind the attack.

Prime Minister Benjamin Netanyahu condemned the firebombing, saying Israel "will do everything to catch those responsible and bring them to justice."

Extremist Israeli settlers often attack Palestinians and their property as part of a campaign they call the "price tag," which is meant to retaliate for either army action against settlers or Palestinian attacks. Several more firebombs were hurled earlier Thursday toward settler vehicles in the West Bank.

The Israeli military says it is still searching for the culprits.

In the United States, state department spokeswoman Victoria Nuland condemned the "heinous" attack, noting that the Israeli government had pledged to bring the perpetrators to justice.

John Archer: 2012 election presents choice between ?debt, doubt and despair? or ?economic freedom?

John Archer used his time on the Des Moines Register?s Iowa State Fair soapbox to draw contrasts between his candidacy and that of his opponent and President Barack Obama.

The Republican candidate for the 2nd Congressional District is a corporate attorney from Bettendorf. He?s challenging three-term incumbent Democrat Dave Loebsack, of Iowa City.

Archer noted the Register?s review of the Iowa congressional delegation, which earlier this year surveyed experts and found Loebsack to be the least effective of the state?s seven federal officeholders. Turning his criticism to Obama, he referred to the president as the ?campaigner in chief? and made light of the number of times he?s played golf since taking office.

CROWD: There were three fairgoers sitting on the haybales around the soapbox when Archer began speaking, but the crowd grew to about 20 by the end of his remarks about 5 minutes later.

ISSUES: Archer called for the repeal of the Affordable Care Act, Obama?s signature health-care legislation that is known to many as ?Obamacare.? The reform is ?anything but affordable,? Archer said, and will only increase health-care costs and make it more difficult for seniors to get care. He also said he supported the repeal of the Dodd-Frank financial reform passed following the economic collapse of 2008 and called for the end of the estate tax and said it was uncertainty caused by government taxes and regulations that have kept businesses from hiring.

QUOTE: ?This election is about big ideas. This election is about the path that this country needs to move towards. Do we continue down the path of debt, doubt and despair? The path of failed European socialism? Or do we once again step back and embrace economic freedom? Do we embrace individual freedom??

REACTION: Archer drew applause from a handful of people in the crowd who arrived carrying his campaign signs. After he spoke, a supporter approached him to say she had been reading the works of Karl Marx and Friedrich Engels ? the founders of communism ? and found startling similarities between their philosophy and Obama?s actions as president. He agreed with her.

Drug cartel violence drives Mexico's troops to once tranquil towns

The Mexican government has dispatched 15,000 troops, and some are headed to places that used to be considered a refuge from the drug-related violence wracking much of the country.

It?s hard to imagine military convoys rolling over the cobblestone colonial streets of Guanajuato, a tranquil town in the Baj?o region best known as a destination for university studies and tourism.

But this week, reacting to a spate of violence that has apparently spilled over from neighboring Michoac?n state,?Mexico?s federal government dispatched troops and federal police to Guanajuato ? part of a dispatch of some 15,000 federal forces to seven states.?That includes troops to Mexico's long volatile north, apparently due to infighting in the brutal Zetas organization.

After six years of drug-related violence in Mexico, fewer and fewer regions can claim to be "unaffected" by the violence.

Guanajuato has been one of these dwindling oases, a pristine town committed to more elevated pursuits: The city is dotted with theaters and hosts the annual Cervantino festival in October, which attracts thousands of people for a month of cultural activities. In the spring the pope visited this state. The highway between Guanajuato and Mexico City has been considered relatively safe ? free of the cartels? armed convoys that routinely patrol highways in northern states gripped by violence. When the Monitor recently did a cover story?set in a rural outpost of Guanajuato about migrants returning to Mexico, no one cited crime as a top concern. There, residents walk freely after the sun has set, unconcerned about kidnappings or shootouts.

But is that going to change? Last week, at a gas station called the Green Shade on the highway to San Miguel Allende ? a favorite vacation spot and home to Americans and Europeans ? heavily armed thugs showed up, set fire to two vehicles, and shot up the station. No one was hurt. Then, in Guanajuato, in one of its emblematic tunnels ? the city sits on a maze of stonewalled underground streets ? a Mini Cooper was set ablaze. Gas stations in three other municipalities in the state were also attacked.

Cartel La Familia Michoacana and spinoff organization Caballeros Templarios have been fighting each other for the past 18 months, according to InSight, which analyzes organized crime in Mexico. Both organizations were born in Michoac?n, the first state where President Felipe Calder?n sent troops in his anti-narcotics fight after taking office in December 2006, and their battle is apparently spreading into neighboring Guanajuato.

The arrival of the military has rarely resulted in short-term security gains. Michoac?n remains one of Mexico?s most violent regions.

Local reports say that federal police and the military arrived in troubled Guanajuato towns near the state border with Michoacan this week. Military vehicles were also reportedly patrolling Guanajuato, the state capital.

A US travel advisory from February, the most detailed of its kind to date, had no specific travel advisory in place for Guanajuato. But how long will that remain the case?

The receptionist at a small hoster?a where I often stay seemed eager to dispel any concerns about safety in the city.?

?It?s very calm here,? the receptionist says. ?People walk around at night, no problem.?

Mexicans have a single word to express a sentiment that requires a whole sentence in English, and it?s the response that came to my mind: ?Ojal?!

?We can only hope.
