Customs Union is vitally important for Kyrgyzstan - president

BISHKEK, December 29 (Itar-Tass) ? Membership of the Customs Union of Russia, Kazakhstan and Belarus and the Common Economic Space is vitally important for Kyrgyzstan, President Almazbek Atambayev told a news conference on Thursday.

?No matter who says what, I don?t see so far any other way but membership of the Customs Union,? the president stressed. ?We won?t be allowed any longer to earn on re-exports of goods. Already now big problems emerge on the borders with Uzbekistan and Kazakhstan. Weather we want it or not, but we must join. I have told Dmitry Anatolievich Medvedev that when we join, we want a preference for several years,? the president said, stressing that Russia ?is the main strategic partner of Kyrgyzstan?.

Atambayev believes the country must begin producing goods. ?Speculative activity ? it was the period when we earned our living by that. Market owners had good profits. At the same time, the problems of people living around the Dordoi market (one of the biggest in Central Asia), have stayed in place. All these problems were left to us, the state. The owners gained, while the country has stayed with problems,? the president stated.

?I promise that if I am safe and sound, it will be not Atambayev who will begin turning into a dragon, but Kyrgyzstan will begin turning into an ?Asian dragon? because it is a rich country with resources. I believe that we must turn into a small but strong Asian dragon, and we have everything for that,? the president stated.

Atambayev said stability is ?the main thing? for Kyrgyzstan, but warned about efforts to ?rock? it. ?It is not us who need instability, but those who want to see us weak,? the president stressed.

Dolphins' Taylor to retire after Sunday's game (Reuters)

(Reuters) ? Miami Dolphins linebacker Jason Taylor is to bring the curtain down on his 15-year NFL career after Sunday's season finale against the New York Jets.

The 37-year-old is the active leader in sacks with 139.5, which places him sixth on the all-time list, and also holds an NFL record six fumble returns for touchdowns.

Drafted by the Dolphins in 1997, Taylor spent 13 of his 15 seasons with the franchise.

"It's been a great run," Taylor told a news conference following Dolphins' practice on Wednesday.

"It's been a tough year, unfortunately. We've had some good times. This is the right time for me to go ahead and allow this organization to grow and improve."

Taylor, who spent most of his career at defensive end before switching to linebacker, rejoined the Dolphins in the off-season for the third stint of his career.

Miami have a disappointing 5-10 record this year despite seven sacks from Taylor.

Much of Taylor's career has been spent on underperforming Dolphins teams and his last playoff game with the franchise came in 2001. He did help the New York Jets get to the AFC Championship game last season but never reached a Super Bowl.

Taylor is a six-times Pro Bowler and was named the NFL Defensive Player of the Year in 2006.

We currently run six varying levels of salsa from complete beginner through to improver standard. Each level focuses on different aspects of the dance and looks at more complex techniques and turn patterns.

Students will learn a routine that they can take to the dance floor. This eight week course is designed to follow on from the Jumpers level one course. Focus remains on technique but we start to look at complicated turn patterns and routines thus the technique becomes more complicated and more attention is needed. The pace of these classes also speeds up as we take out some mambos between moves thus cutting down thinking time and faster BPM music is played.

This eight week course is designed to follow on from the Jumpers level two course. Focus remains on technique but we start to look at ever increasing in difficulty patterns and routines. It goes without saying that the technique becomes more complicated and more attention is needed. The pace of these classes speed up further as we take out mambos between moves therefore cutting down thinking time and fast BPM music is played. Moves and routines no longer focus purely on the Cross Body style of salsa and we bring in Cuban Salsa moves which gives you even more to think about but nevertheless add more strings to your bow!

Intermediate class/course ?45

Time 9.30-10.30pm
This includes 45min lesson and 45mins freestyle until 11pm.

We have employed a new teacher to teach to an Intermediate level. These classes are amongst the very highest anywhere in Bristol and anyone of a competent standard is welcome to attend. The aim is to increase your dance pattern repertoire and give you tips on advanced 'lead' and 'follow' techniques. Turn patterns are adhered with flicks and kicks and classes may include the odd dip or trick

Donald Trump Dumps Republican Party, Becomes Independent, Threatens Presidential Run (Again)


After years as a registered Republican, blowhard Donald Trump is breaking ranks with the party to become an unaffiliated, independent voter in New York State.

Trump made the change late last week, a move prompted by his stated interest in getting as much publicity as possible mounting a third-party presidential run.

"Mr. Trump has said for almost a year that if he is not satisfied with the Republican candidate, he may run as an independent," spokesman Michael Cohen said.

"This change in party affiliation certainly preserves his right to do so," he added, hilariously, but only "after the finale of The Apprentice in May."

Trump's Fox News rants have become a great sideshow this year.

Asked if any developments in the GOP race, or nearly all the candidates eschewing his big debate prompted Trump to make the change, Cohen insisted no.

Cohen did say Trump is "very disappointed" with how the Republican Party has handled the payroll tax extension, handing President Obama a political victory.

Trump has said he plans to endorse one of the Republicans running, and insists that is still his primary objective. However, he is no longer a Republican.

He will still be able to vote in the New York State GOP presidential primary in April, and will do so. It's just unclear right now who he'll be supporting.

US weighing travel request for Yemen's president

HONOLULU (AP) ? The Obama administration is considering whether to allow Yemen's outgoing president into the United States for medical treatment, as fresh violence and political tensions flare in the strategically important Middle East nation.

A senior administration official said President Ali Abdullah Saleh's office requested that he be allowed to receive specialized treatment in the U.S. for injuries sustained in a June attack on his compound. The request was being considered, and would only be approved for medical reasons, the official said.

Until now, the White House had not commented on Saleh's assertion Saturday that he would be leaving Yemen and traveling to the U.S. Saleh insisted he was going in order to help calm tensions in his country, not for medical treatment.

The official, who requested anonymity because of a lack of authorization to speak publicly, did not say when the Obama administration would decide on Saleh's request. But the official said Saleh's office indicated that he would leave Yemen soon and spend time elsewhere abroad before he hoped to come to the U.S.

Demonstrators began protesting against Saleh and calling for his ouster in February. The Yemeni government responded with a bloody crackdown, leaving hundreds of protesters dead, and stoking fears of instability in a nation already grappling with burgeoning extremism.

Last month, Saleh agreed to a U.S.- and Saudi-backed deal to hand power over to his vice president and commit to stepping down completely in exchange for immunity. The deal further angered Saleh's opponents, who demanded he be tried for his attacks on protesters.

American officials are deeply concerned that the months of turmoil in Yemen have led to a security breakdown. The dangerous al-Qaida branch in Yemen, known as al-Qaida in the Arabian Peninsula, has taken advantage of the vacuum to expend its presence in southern Yemen.

Pressure has been mounting in recent weeks for Saleh to leave Yemen altogether. Opponents say he has continued to wield influence through his loyalists and relatives still in positions of power, hampering the transition ahead of presidential elections set for Feb. 21. Many feared he would find a way to continue his rule.

Activists said troops commanded by Saleh's relatives attacked protesters in the capital of Sanaa Saturday, killing at least nine people. Tens of thousands of people demonstrated the following day, protesting the deaths and demanding the resignation of Vice President Abed Rabbo Mansour Hadi for failing to bring the killers to justice.

The White House said President Barack Obama's top counterterrorism adviser, John Brennan, called Hadi on Sunday and emphasized the need for Yemeni security forces to show "maximum restraint" when dealing with demonstrations. Hadi told Brennan that he had launched an investigation into the recent deaths and injuries and would do his utmost to prevent further bloodshed, the White House said.

The White House said Brennan and Hadi agreed on the importance of continuing with the agreed-upon path of political transition in Yemen in order to ensure that the February elections take place.

Obama was being briefed on developments in Yemen while in Hawaii for his Christmas vacation.

The U.S. has experience with letting unpopular foreign leaders into this country for medical treatment.

More than three decades ago, President Jimmy Carter allowed the exiled shah of Iran into the U.S. for medical treatment in October 1979, eight months after Ayatollah Ruhollah Khomeini led a revolution that ousted the shah and created the Islamic Republic of Iran.

On Nov. 4, 1979, Iranian students occupied the U.S. embassy in Iran. Fifty-two American hostages were held for 444 days in response to Carter's refusal to send the shah back to Iran for trial.

Miami-Dade All-Stars top South Florida All-Stars, 31-21

Jackson?s De?Andre Jasper had six catches for 104 yards and a pair of touchdowns, including a 29-yard touchdown grab beating a double team with 3:30 to play leading the Miami-Dade All-Stars over the South Florida All-Stars 31-21 at Traz Powell Stadium Friday night in the Tournament of Champions Nike All-Star Game.

That performance earned Jasper the game MVP award edging out Booker T. Washington?s Kevon Caffey who was all over the field defensively and had a pair of blocked punts.

In the past, the game featured only players from Miami-Dade and Broward County, but event founder Wesley Frater wanted to open it up to players from all over the state to compete against the Miami-Dade All-Stars. This year, the South Florida All-Star team consisted of players from Broward, Palm Beach and the Treasure Coast. Frater plans on opening it up to the rest of the state next year.

??It was always my vision to open it up to the rest of the state to compete against Miami-Dade,? Frater said. ?We got kids from Broward to the Treasure Coast. I want it to be open to the entire state.?

?Even with more counties involved, it wasn?t enough for the South Florida All-Stars to knock off the Miami-Dade All-Stars.

?Miami-Dade opened up strong behind a blocked punt by Varela?s Jordan Armstrong a minute into the game. Miami-Dade converted off the blocked punt on a 20-yard touchdown pass from Northwestern?s E.J. Hilliard to Jasper for a 7-0 lead.

Then Caffey blocked a punt on the next possession. Miami-Dade took over at the South Florida All-Star?s one-yard line. South Dade?s Torry Clayton punched it in for 14-0 lead. Clayton stuck again on a 60-yard touchdown run, breaking a couple of tackles for the big score and a 21-0 lead with 6:15 to play in the first half. Clayton finished with six carries for 65 yards.

South Florida finally got on the board on a seven-yard touchdown run by Jupiter Christian?s Kedric Bostic. ?Things got interesting though in the final seven minutes. Ely?s Darren Allen hit University School?s Macgarrett Kings for a 21-yard touchdown on a wide receiver pass cutting the lead to 21-14. Miami-Dade came right back though with a 29-yard field goal following an onside kick attempt by South Florida.

However, South Florida scored again with 4:35 to play cutting the lead to 24-21 when Allen caught a 27-yard touchdown pass from Bostic. Jasper returned the ensuing kickoff 58 yards setting up his game clinching touchdown.

FSU football players from Central Florida happy to spend Christmas in Orlando

With a practice scheduled for this morning in preparation for Thursday's Champs Sports Bowl, Florida State's football players and coaches didn't have the luxury of spending Christmas at home with family and friends.

Well, most of them didn't.

A handful of Florida State players from Central Florida admitted they were ecstatic when they learned they would be spending the holidays in Orlando.

Junior linebacker Vince Williams, who grew up in nearby Davenport, said the only better destination would have been a BCS bowl. But once that was out of the question, Williams said he started rooting openly for the Champs ? even when the more prestigious Chick-fil-A Bowl was still in play.

If Virginia Tech had defeated Clemson in the ACC Championship game, there was a chance FSU could have been sent to Atlanta for the second consecutive year.

"I was like, 'Man, I hope Clemson kills Virginia Tech. I do not want to be in Atlanta,'?" Williams said, laughing. "It's cold up there."

Of course, the Chick-fil-A Bowl is played indoors at the Georgia Dome, but Williams had bad memories of practicing in the elements.

"I'm like, 'I want to go home and see my family and play in this warm weather,'?" Williams said. "When we were in Atlanta last year, it was snowing at practice. I'm a Florida boy. I don't even like snow. I was like, 'I don't want to do that no more.' It's like Miami or bust, now."

Williams got his wish, of course. Clemson beat Virginia Tech, and the Seminoles got shipped to Orlando, where the temperatures will be in the 70s this week.

Florida State's players reported to the Orlando Hilton for a team meeting Saturday, and they will practice today, Monday and Tuesday to simulate their normal Tuesday-through-Thursday game preparation.

Because Orlando is centrally located for most of Florida State's players, FSU coach Jimbo Fisher allowed them to make their own travel arrangements.

"We've got so many guys (from Florida), it's easier," Fisher said. "If we were (in a bowl game) farther off, I like going as a team."

That suited many of the Seminoles, such as Tampa's Christian Green, just fine.

"That's definitely good ? spend time with some of my family and stuff like that," said Green, a redshirt freshman receiver. "And some of my family will be able to come to the game. That's always good, to be close to home."

Cancer Survivors Should Take Steps to Keep Healthy During ...

FRIDAY, Dec. 23 (HealthDay News) -- The holiday season can be especially meaningful for cancer survivors, but they need to take steps to ensure they stay healthy through this often hectic and stressful time.

One in 20 U.S. adults is a cancer survivor and their ranks are growing. Many of these folks have long-term health needs due to the disease and its treatment, experts at the Fred Hutchinson Cancer Research Center pointed out in a center news release.

Karen Syrjala, co-director of the center's Survivorship Program, offers holiday health tips for cancer survivors, including the following:

  • Be prepared for your holiday stress points. Take steps to deal with family conflicts or trying to do too much. For example, if you have to see a difficult relative, plan something fun afterward so you can look forward to doing something enjoyable.
  • Take control of your time and eliminate holiday events or traditions you feel you can do without. Also, try to postpone non-holiday events until the new year.
  • Make sure to schedule time with people who mean the most to you. Spending time with those closest to you has a beneficial effect on both the body and brain.
  • Keep physically active during the holidays and all through the year. It's good for your overall health and may even reduce your cancer-related risks.
  • Eat a healthy diet. Focus more on giving your body what it needs (such as fruits and vegetables) and less on trying not to eat certain foods. Eating healthy foods before going to a party will make it easier to resist sweets and other unhealthy foods. Consult a nutritionist if you're not sure what is healthy for you or if you have digestion problems.
  • Avoid alcohol or drink in moderation. Alcohol has been linked with an increased risk of cancer.
  • Find time to relax your body and mind, and tend to your body's needs. If you're having physical problems, make a list and schedule an appointment with your doctor in the new year. Knowing you have a plan for dealing with these problems can ease your mind during the holidays.

Pentagon: US concedes mistakes in Pakistani deaths

(AP) ? After 10 years of war in Afghanistan, a persistent lack of trust between the U.S. and Pakistan still complicates operations along the critical Afghanistan border and was a major factor in the errant American airstrikes late last month that killed 24 Pakistani troops.

U.S. officials on Thursday accepted some blame for the deadly incident that infuriated Pakistani leaders, prompting Pakistan to shut down vital supply routes for the war and further eroding America's already rocky relations with Islamabad. The Defense Department briefed reporters Thursday on the conclusions reached in its investigation into the November incident.

The U.S. did not apologize, despite the embarrassing series of communications and coordination errors. Pentagon officials said Thursday that military leaders had spoken by phone to Pakistan army chief Gen. Ashfaq Pervez Kayani about the report's conclusions, but have not yet given him a detailed briefing.

Pakistan refused to cooperate in the investigation. And the U.S. report, which placed some of the blame on Islamabad, is likely to increase their fury, hamper any hope of rebuilding the relationship and delay the opening of the supply routes.

In a Pentagon briefing, Brig. Gen. Stephen Clark, an Air Force special operations officer who led the investigation, made it clear that U.S. forces were fired on first and acted in self-defense.

But he acknowledged that efforts to determine who was firing on the U.S troops and whether there were friendly Pakistani forces in the area, primary questions in any cross-border incident, failed because U.S. forces used inaccurate maps, were unaware of Pakistani border post locations and mistakenly provided the wrong location for the troops.

There is "an overarching lack of trust between the two sides" that keeps them from giving each other specific details on troops or combat outpost locations, Clark said as he went through a blow-by-blow account of the events that began late on Nov. 25 and continued overnight.

U.S. and NATO commanders, Clark said, believe that some of their military operations have been compromised when they have given details and locations to the Pakistanis.

According to Clark, U.S. troops were climbing up rugged terrain toward a village just west of the border when they began to receive machine gun and mortar fire very close to their positions. The U.S. ground commander requested a show of force, so an F-15 fighter jet and an AC-130 gunship flew over, shooting flares to signal the presence of American or NATO troops.

Clark said the gunfire and mortars continued. And in the first serious miscommunication, the troops on the ground were told that no Pakistani troops were in the area. Commanders then called for airstrikes.

In a confusing series of communications, U.S. officials gave Pakistan liaison officers the wrong location of the firefight and were told again that no Pakistani troops were in that region. The U.S. launched another round of airstrikes until around 1 a.m., when officials confirmed that there were friendly troops there. The firing stopped.

A key failing, Clark said, was that U.S. troops did not know that two relatively new and spare Pakistani outposts, reportedly called Volcano and Boulder, ? were just over the border from the village that was the target of the operation.

"They didn't have coordinates on the border posts to begin with because they didn't know they were there," Clark said. "The border was not considered a factor to the operation because everything was intended to remain within a kilometer, kilometer and a half inside of Afghanistan. So they never anticipated taking fire from the ridge line, nor anticipated the idea that it might be Pakistan military there." A kilometer is about 0.62 miles.

He said that as a result the U.S. troops believed enemy insurgents were firing at them. He added that U.S. commanders in Afghanistan will make any decisions on whether anyone should be punished for the mistakes.

"For the loss of life and for the lack of proper coordination between U.S. and Pakistani forces that contributed to those losses, we express our deepest regret," Pentagon spokesman George Little told reporters.

Little said the U.S wants to learn from the mistakes and take any corrective measures needed to make sure such mistakes aren't repeated.

NATO, Afghanistan and Pakistani forces use the joint border control centers to share information and coordinate security operations.

Pakistani officials did not immediately respond to requests for comment on the report. Afghan officials also had no immediate comment.

The Pakistani military has said it provided NATO with maps that clearly showed where the border posts were located.

Since the attack, a furious Pakistani government has shut down NATO supply routes to Afghanistan and thrown the U.S. out of its Shamsi Air Base in southwestern Baluchistan province. The base was used to maintain drones deployed in strikes against insurgents hiding in safe havens in Pakistan's lawless tribal belt on the Afghan frontier.

The Pakistani border closure forced the U.S. and NATO to reorient their entire logistics chains to the so-called Northern Distribution Network through Russia and Central Asia.

For most of the 10-year war in Afghanistan, 90 percent of supplies shipped to the international force came through Pakistan, via the port of Karachi. But during the past three years, road and rail shipments from NATO's European members via Russia and the Central Asian nations have expanded and before the border incident accounted for more than half of all overland deliveries.

Why humans are so sociable these days

ScienceDaily (Dec. 20, 2011) ? Humans have evolved to become the most flexible of the primates and being able to live in lots of different social settings sets us apart from non-human primates, suggests research by University of Oxford and the University of Auckland.

A research paper, published in the journal Nature, has provided important new clues to how humans network and socialise today by exploring the evolutionary history of social groupings among primates. The study analysed patterns of social groups among living primates, as well as examining the 'the root' of the family tree, in 217 primate species. The researchers then used Bayesian data modelling to reconstruct the most likely explanation for how the grouping behaviour of primates evolved over 74 million years.

Their key finding is that the main step change in social behaviour occurred when primates switched from being mainly active at night to being more active during the day. Primates started out as solitary foragers as by night they could survive by moving quietly on their own in the dark. However, once they switched to daytime activity, they could be seen and were more vulnerable to attack by predators unless they could show strength in numbers. This research paper provides evidence to show that this switch in activity coincided with a significant change in social behaviour as primates started to 'gang up' for the first time. The researchers conclude that social bonding began as a way of adapting to a new threat.

The paper also suggests that primates went directly from being solitary foragers into large, mixed-sex groups where group members were loosely bound together. Members could come and go as needed, suggests the research, which is a behaviour still observed in some primates, like lemurs, today. The emergence of more stable groups of primates, in which individuals formed clusters that were smaller in size and maintained close social links, is likely to have developed much later says the paper.

These findings are significant as they throw into doubt previous theories about the evolution of primate social grouping patterns. Previous studies have suggested that complex primate social groups were composed of smaller units that stacked up rather like building blocks. Others have suggested that the bond between a mother and daughter later extended to include other related females, and it was this network of relationships that underpinned the social grouping patterns of mammals.

The data, studied by the research team, included a huge range of social grouping patterns: solitary individuals, family- bonds, pair-bonds, harems, multi-male and multi-female groups. The researchers discovered that the bonding behaviour of primates was strongly determined by their ancestors, with closely related species having very similar social behaviour.

Once the transition from individual to group living took place -- 52 million years ago in the ancestral line that gave rise to humans, and later in another branch of the primate family tree -- no shift back to solitary behaviour ever occurred. Primate ancestors that subsequently began living in pairs did not switch back to group living, whereas those that began living in harems could transition back and forth with large groups. There was never a transition directly from pair to harem living or vice versa.

The researchers conclude that only humans have had the flexibility to live in a range of different, complicated social settings. Throughout history, humans have lived in monogamous and polygamous societies; in nuclear family and extended family groups. Beyond the home, they have socialised in different work settings, as well as being part of the complicated social structure of wider human society.

Lead author Dr Susanne Shultz, from the Institute of Cognitive and Evolutionary Anthropology at the University of Oxford, said: 'There is an amazing flexibility in the way humans have managed to socialise, network and live together, both in groups and wider society. We have a huge variety of social settings to cope with, according to the different cultural practices and customs. This flexibility in the human lineage has not evolved to anything like this level in other primates. Our findings support previous studies that suggest that more brain power is needed for groups that have a more complicated social life.

'Co-author Kit Opie, also from the Institute of Cognitive and Evolutionary Anthropology, said: 'These analyses allow us to look back in time to understand major step changes in social evolution amongst our closest relatives. We now understand why primate sociality is inherently special, as bonded social groups are unusual in mammals, yet the norm in primates.'

Judge tosses lawsuit over Jimmy Kimmel sketch (Reuters)

NEW YORK (Reuters) ? A New York court has dismissed a lawsuit by a man dubbed the "Flying Rabbi" against TV network ABC and late-night talk show "Jimmy Kimmel Live" over its use of the man's image in a parody involving basketball star LeBron James.

At a taping for the ABC show on August 10, 2010, host Kimmel told audiences that James had met with Rabbi Yishayahu Yosef Pinto to seek "business advice" -- a meeting which had in fact occurred that month, according to the website TMZ.

Kimmel then told the audience he too met with Pinto, and he showed a video of himself in a car talking with an individual dressed in Jewish religious clothing and speaking in a different language.

In fact, Kimmel never spoke with Pinto. The footage of the conversation was assembled using a video of Kimmel in his car spliced together with footage of the plaintiff, Brooklyn, New York's David Sondik, taken from a series of YouTube videos showing Sondik greeting people on the street and talking animatedly. The videos refer to Sondik as the "flying rabbi."

Sondik, described as a "neighborhood character" by his attorney Robert Tolchin, objected to the show's use of his image. He sued in December 2010 accusing the Kimmel show of falsely presenting him as Pinto and failing to seek his permission before turning him into the butt of the joke.

Because "Jimmy Kimmel Live" is produced and filmed in California, Sondik sued under California law -- which recognizes a common-law right to sue based on an invasion of a person's right to privacy.

But in a ruling December 14, Justice David Schmidt disagreed and dismissed the suit, holding that it must be brought under New York law because Sondik lives in New York and the alleged injury took place in the state. New York law does not recognize common-law actions based on violations of privacy or publicity rights, Schmidt noted.

In his ruling Schmidt also said New York law allows unauthorized use of an individual's image for "newsworthy events or matters of public interest."

The judge also dismissed Sondik's claims of defamation against Kimmel.

"Even though plaintiff is not a public figure, there is no allegation in the complaint or inference that can be drawn from the DVD suggesting that the use of plaintiff's clip was mean-spirited or intended to injure such that its use would be excluded from First Amendment protection," Schmidt wrote.

Tolchin said his client intended to appeal the ruling that Kimmel's use was protected by the "newsworthiness" of the James story.

"A story about LeBron James and Rabbi Pinto is perfectly valid, you can put that on the news," Tolchin told Reuters in an interview. "But my client is a private citizen. Jimmy Kimmel took my client's image and said it was Rabbi Pinto, which he isn't. That's a lie."

"My client was the butt of the joke and made to look like a fool in front of millions of people," Tolchin said.

Calls to an attorney and a network representative for "Jimmy Kimmel Live" were not immediately returned Wednesday.

Actress Demi Moore is refusing to change her online moniker from her married name, despite splitting from husband Ashton Kutcher a month ago.

The Hollywood star confirmed she ended her six-year marriage to the actor in November following a string of infidelity reports.

Releasing a statement about their break-up, she said, "It is with great sadness and a heavy heart that I have decided to end my six-year marriage to Ashton.

"As a woman, a mother and a wife there are certain values and vows that I hold sacred, and it is in this spirit that I have chosen to move forward with my life."

Kids' leukemia risk tied to dads' smoking (Reuters)

NEW YORK (Reuters Health) ? Children whose fathers smoked have at least a 15 percent higher risk of developing the most common form of childhood cancer, a new Australian study finds.

"Paternal smoking seems to be real" as a risk factor, said Patricia Buffler, a professor at the University of California, Berkeley, who was not involved in the current analysis.

"The importance of tobacco exposure and children's cancers has been overlooked until recently," Buffler told Reuters Health. "So I think this paper is important" in adding to the growing body of evidence.

The research team, led by Dr. Elizabeth Milne at the Telethon Institute for Child Health Research in Australia, surveyed the families of nearly 400 children with acute lymphoblastic leukemia (ALL).

Although ALL is the most common childhood cancer, it is still rare, affecting about three to five children out of every 100,000, according to the National Cancer Institute. More than 1,000 kids die of the disease every year.

The survey asked about the smoking habits of both parents.

Milne and her colleagues compared these families to the families of more than 800 children of similar ages who did not have leukemia.

They found that the mothers' smoking behavior had no impact on the kids' risk of developing the cancer.

But kids whose fathers smoked at all around the time of their conception were 15 percent more likely to develop leukemia. Those whose dads smoked at least 20 cigarettes per day around that time were 44 percent more likely to be diagnosed with the cancer.

A 15 percent increase in the risk of ALL would increase the number of cases from six out of every 200,000 children to seven out of every 200,000.

Of the nine earlier reports that the researchers used in their comparison with the current study, six of them also found an increased risk.

The findings make sense, Buffler said. "Tobacco smoke is full of toxins," including carcinogens, she said, "so it's not unlikely that you'd have damage" in the cells that produce sperm.

"Sperm containing DNA (damage) can still reach and fertilize an ovum, which may lead to disease in the offspring," Milne wrote in an email to Reuters Health.

The study did not prove that DNA damage in the sperm caused by smoking is responsible for the children's increased risk of cancer.

"The causes of ALL are likely to be multifactorial, and our findings relate to just one of the possible contributing factors," said Milne.

She added that her results are not intended to be used to place blame or make parents feel guilty.

Several other environmental factors are also tied to a greater chance of developing childhood leukemia, including ionizing radiation such as x-rays and the mother's exposure to paint or pesticides while pregnant.

Milne said that many of the studies regarding these potential causes have been small, and not conclusive.

Buffler is leading an international consortium of researchers tracking thousands of cases of childhood leukemia to determine the influence of environmental, genetic and other biological factors on developing the disease.

Safety board proposes ban on cell use while driving (Reuters)

WASHINGTON (Reuters) ? U.S. safety investigators called on Tuesday for a nationwide ban on texting and cell phone use while driving, a prohibition that would include certain applications of hands-free technology becoming more common in new cars.

The National Transportation Safety Board recommendation covers portable devices only but still goes beyond measures proposed or imposed to date by regulators and states, most of which already ban texting while behind the wheel.

"When it comes to using electronic devices, it may seem like it's a quick call or a quick text or a tweet, but accidents happen in the blink of an eye," said NTSB Chairman Deborah Hersman. "No emails, no texts, no calls. It's worth a human life."

More than 3,000 people were killed in distracted driving crashes in the United States in 2010, according to Transportation Department figures.

Most motorists participating in a Transportation Department survey released last week acknowledged few situations in which they would not use a cell phone or text while behind the wheel although they supported measures to curb the practice.

The five-member NTSB recommendation to states for a ban, except in an emergency, stemmed from an investigation of a Missouri chain-reaction crash that killed two people last year, an accident blamed on a driver who was texting.

The panel's action follows nearly 10 years of investigating transportation accidents linked in some way to distraction and is not binding. But the safety board has long been effective at articulating national transportation safety priorities and its views can be influential in legislative or regulatory decisionmaking.

Congress has shown no interest in banning cell phone use or texting while driving. So far 35 states and the District of Columbia ban texting while driving, but fewer than a dozen prohibit using a cell phone.

The Transportation Department has waged an aggressive public campaign on the issue under Secretary Ray LaHood that has included limited bans.

"There's no call or text message that's so important that it can't wait," LaHood said.

LaHood has raised concerns about distracted driving and hands-free technology with automobile companies but has not prompted federal action or asked industry to stop putting it into new vehicles.

Cell phones and communication technology is ubiquitous and sweeping bans like the one proposed by the NTSB are considered difficult to enforce, experts have said.

This is one reason why federal and state restrictions so far have focused on the most obvious distraction - texting - or targeted individual groups, like truckers or federal workers.

The auto industry has invested heavily in hands-free communications technology, like Bluetooth, that is now available in most 2012 models sold in the United States as standard or optional equipment.

"It actually is a big decisionmaker for some consumers," said Jesse Toprak, a vice president of TrueCar.com, who noted that Ford Motor, in particular, has been aggressive in using it to attract younger buyers who may not otherwise have considered one of their cars.

Ford referred inquiries to the industry's trade group in Washington, the Alliance of Automobile Manufacturers, which said it was reviewing the NTSB recommendation.

"What we do know is that digital technology has created a connected culture in the United States and it's forever changed our society: consumers always expect to have access to technology, so managing technology is the solution.

"Features that are integrated into the vehicle, and are designed by automakers are engineered to be used in the driving environment. That means it's designed to be used in a way that helps drivers keep their eyes on the road and hands on the wheel," the group said.

The trade association representing carriers, suppliers, and manufacturers of wireless products said texting while driving is "incompatible with safety."

CITA-The Wireless Association deferred to individual states on "what they believe are the most appropriate laws" and said it has always encouraged industry to develop tools that would create safer driving.

NASA revises its commercial spaceship plans

Budget uncertainties have led NASA to change its policy on funding the development of commercial spaceships, shifting to a process that provides more flexibility but also more risk for the space agency.

More than $365 million has already been devoted to NASA's commercial crew development program, or CCDev. Congress has approved another $406 million to be paid to would-be spaceship builders, with the aim of having U.S.-made, crew-capable successors to the space shuttle fleet flying to the International Space Station by 2017.

During the first two phases of the program, the effort has been managed through a set of Space Act Agreements, which award money to the companies in stages as they reach agreed-upon milestones. For the third phase, known as CCDev3, NASA had planned to switch to a different fixed-price contracting system that would give the space agency more control over the management of the companies' development efforts. NASA was?scheduled to issue a request for proposals under that system on Monday.

But because of the uncertainties surrounding the federal budget for the next couple of years, NASA has decided to stick with the Space Act arrangement, said Bill Gerstenmaier, the agency's associate administrator for human exploration and operations. "It's really tough to lock into a fixed-price contract with the number of providers that can keep us moving forward," Gerstenmaier explained during a teleconference with journalists.


The shift means NASA will have to delay its?announcement for proposals until the first quarter of next year, but Gerstenmaier said he still hoped agreements could be made in mid-2012 to cover a 21-month period lasting into early 2014. Two potential spaceship providers,?and perhaps more, should be able to get close to a critical design review on that timetable with NASA funding, Gerstenmaier said.

In a statement, NASA Administrator Charles Bolden said the space agency is "committed to ensuring that U.S. companies are sending American astronauts into space."

"This new acquisition strategy will allow us to preserve competition as we maintain our momentum to provide a U.S.-based commercial crew launch capability at the earliest possible time," he said.

Crucial difference
The crucial distinction has to do with how much control NASA will have over the designs that are produced.

"We can't actually approve their designs, we can't say we're needing a service or getting a service," but the companies at least will be able to keep making progress, Gerstenmaier said. He used the rocket-science term for "change" to describe how the process could go: "There's going to be some potential delta that has to occur when we complete this phase."

The companies involved in CCDev had initially voiced reservations about the fixed-price contract plan, out of?concern that NASA could exert too much control or even cancel the program altogether in midstream. One of the CCDev?companies, California-based SpaceX, issued a statement in support of?today's shift.

"Given budget realities, NASA and domestic space companies need to innovate more than ever," SpaceX President Gwynne Shotwell was quoted as saying. "Space Act Agreements yield amazing results ? we need only look at the Dragon spacecraft and Falcon 9 rocket, both highly advanced, all-American vehicles designed using 21st-century technology.? We applaud NASA's decision to use Space Act Agreements for the next round of commercial crew and look forward to the competition."

However, U.S. Rep. Ralph Hall, the Texas Republican?who heads the House Science, Space and Technology?Committee, questioned the move.?

"The disadvantage of using Space Act Agreements is that NASA cannot impose its safety requirements as would be possible under a normal acquisition," Hall said in a statement.?"Therefore, it is vitally important that NASA and its industry partners work cooperatively to ensure the highest level of crew safety, even in the absence of safety requirements."

In a report issued today,?the Government Accountability Office,?Congress' independent investigative arm,?mentioned fixed-price, performance-based?contracts as one of the "good acquisition practices" that NASA was planning for future CCDev work. The report was drawn up before NASA's announcement.

What lies ahead
CCDev funding is currently going to Blue Origin, the Boeing Co. and?Sierra Nevada as well as SpaceX for spaceship development. For the next phase, commercial ventures will have to?propose a full-service system, including the launch vehicle,?to transport astronauts to and from the International Space Station. Gerstenmaier said that once the 2012-2014 design phase is done, he expected that?fixed-price contracts would be drawn up for the follow-up work,?such as?spacecraft certification.

NASA?originally planned for commercial spacecraft to start ferrying astronauts in 2016, but because Congress authorized only half as much money for the current fiscal year as the White House was seeking, NASA?now says flight operations?won't begin until 2017 at the earliest.

In the meantime, NASA has to purchase seats from the Russians for rides on Soyuz capsules, at a price that's due to?rise to more than $60 million in 2014. Gerstenmaier said NASA will now have to negotiate with the Russians for additional seats in the 2016-2017 time frame.

Today's GAO report raised further concerns about the development timetable. It?said the "critical need to transport crew to the space station beginning in 2016 requires an aggressive program schedule that may not be attainable, given NASA's experiences with past government and commercial development efforts."

NASA is also supporting the development of commercial cargo spacecraft under a separate program known as Commercial Orbital Transportation Services, or COTS. A key test flight in that program is scheduled to come in February, when SpaceX is due to launch a Dragon cargo capsule to a potential linkup with the space station. Orbital Sciences Corp., the other COTS company, is planning to begin test launches next year as well.

Update for 2:05 p.m. ET: Blue Origin issued a statement from its president, Rob Meyerson, about NASA's change of plans:

"We applaud NASA?s plans to continue using competitively awarded Space Act Agreements to accelerate the development of truly commercial crew capabilities.? We believe commercial means significant private investment and competition to accelerate technologies and capabilities designed to enable a space economy, one that includes trips to the International Space Station. ...

"We suggest NASA limit its co-funding to 20 percent?of any single private effort, and perhaps less.?This keeps the effort predominantly a private endeavor, with the private sector having real 'skin in the game.'? This level of co-funding limits the government?s role to accelerating a private marketplace, not distorting it."
